Found Asbestos During Renovation? | New York Property Guide

If renovation work exposes material that may contain asbestos, stop work that could disturb it and arrange professional assessment. Do not continue removing the material to see what is underneath.

An unexpected discovery can affect the construction schedule, but a clear assessment helps establish which materials and areas need attention before the project continues.

Stop Disturbing the Suspect Material

Pause cutting, scraping, sanding, drilling or demolition in the affected area. Keep occupants and unrelated workers away from suspected debris, and tell the property owner or person managing the renovation what has been found.

Do not sweep or vacuum debris that may contain asbestos. EPA guidance also advises against taking your own sample because disturbing the material during sampling can release fibers.

Do Not Identify Asbestos by Appearance Alone

Older floor tile, black adhesive, pipe coverings and other building products can raise questions during renovation. Their appearance does not establish whether they contain asbestos.

A photograph can help a professional understand the location and condition of a material. Appropriate laboratory analysis is used when confirmation of the material’s asbestos content is needed.

If an earlier survey exists, provide it to the asbestos professional. Newly exposed material may need to be reviewed in relation to the original inspection and the work now being performed.

Explain What Has Already Happened

When requesting assistance, describe:

  • Where the material was found.
  • What renovation work was underway.
  • Whether the material has been cut, broken or removed.
  • Whether debris is present.
  • Which rooms or systems are involved.
  • Whether anyone has existing survey or laboratory reports.

Photographs taken without entering a restricted area or disturbing material can help explain the situation. Do not move debris or remove additional material to obtain a better picture.

Does Finding Asbestos Mean the Entire Building Needs Removal?

No. The appropriate response depends on the material, its condition, the areas affected and the planned work.

Material that will remain intact and undisturbed may be managed differently from material that must be removed to complete the renovation. The assessment should establish the scope required for the actual project.

Avoid assuming that every similar-looking material has the same composition or that a result from one sample applies throughout the building.

Coordinate the Revised Construction Plan

Once the affected materials have been assessed, the asbestos contractor and renovation team can establish the work sequence.

The revised plan should identify which areas require asbestos work, what access restrictions apply and when other trades can return. If the discovery changes the original construction scope, make sure the updated estimate and schedule reflect those changes.
